Conditions of Turkey's Accession Negotiations

On 3rd October 2005, the accession talks symbolically opened with Turkey. The negotiations were open-ended, which implies that their outcome had no guarantee. However, even if Turkey failed, the EU members assured that Ankara would still be bonded with the European structure. Turkey and all the EU member states will meet in an intergovernmental conference where decisions regarding the policies will be taken and the decisions need to be unanimous. As inclusion of Turkey has substantial financial impact, EU may decide about the inclusion only after 2014, when the new financial framework will be placed.

Clauses regarding suspension of Turkey due to continuous breach of democracy, human rights, etc has to be decided by 1/3 of the member states.
